commands in this plugin:  geo .. geo-on .. geo-off

1. geo .. [handle_geo]

   description:arguments: <ipnr> - do a geo lookup. permissions:OPER .. GEO code:geo command. examples:

   <user> ;geo 127.0.0.1
   <output> no result

2. geo-off .. [handle_geooff]

   description:no arguments - disable geo lookup on JOIN. permissions:OPER code:geo-off command. examples:

   <user> ;geo-off
   <output> done - geo-off

3. geo-on .. [handle_geoon]

   description:no arguments - enable geo lookup on JOIN. permissions:OPER code:geo-on command. examples:

   <user> ;geo-on
   <output> done - geo-on
